Rather than relying on centralized systems, this model focuses on empowering communities to manage their own affairs, ensuring that decisions are made closer to the people who affect them.

The first phase involves identifying and establishing key canton towns, where infrastructure, local governance structures and economic initiatives can be developed in a practical and sustainable way. These towns serve as foundations for broader regional cooperation, creating networks of self-sufficient communities that support each other through trade, shared services and coordinated development.

Over time, this model encourages increased local participation, stronger community identity and improved service delivery, while maintaining peaceful cooperation with surrounding regions. The goal is not isolation, but the creation of well-managed, thriving communities that contribute positively to long-term stability and prosperity.
